Federal Marketplace Resources

If you sell in a state that uses the Federally-facilitated Marketplace (FFM) on HealthCare.gov, you certify once through CMS. This single certification also covers State-Based Marketplaces on the Federal Platform (SBM-FPs).

States covered by CMS/FFM certification

Agents in these states (plus Washington, D.C. exceptions noted in the state section) certify entirely through the CMS/FFM process above — no separate state Marketplace certification is required.

State-Based Resources

These jurisdictions run their own State-Based Marketplace or require a separate state certification in addition to (or instead of) the federal process. Find your state below.

Arkansas

Federal platform + state cert

Arkansas Health Insurance Marketplace

Arkansas enrolls through HealthCare.gov, but also requires a separate state Exchange Producer certification. Complete the federal CMS training and the Arkansas state training each year, then apply for or renew your Exchange Producer license via NIPR.

Colorado

Connect for Health Colorado

Maintain a current Colorado accident & health license and E&O coverage, complete the annual certification training, and electronically sign the Producer’s Agreement. Then request your broker portal account.

Connecticut

Access Health CT

Hold an active Connecticut health producer license, register with Access Health CT, and complete the required annual broker training in their learning system. Certified brokers can then enroll consumers on the AHCT platform.

District of Columbia

DC Health Link

Hold a DC producer license and obtain carrier appointments, complete the DC Health Link broker training, then submit your business information to register. Once approved you can manage quotes and enrollments in the broker portal.

Georgia

New state marketplace

Georgia Access

Georgia moved off HealthCare.gov to its own marketplace, Georgia Access. Hold a Georgia accident & sickness license, complete the Georgia Access certification training and pass with 80%, create your Agent Portal profile, and appoint with participating issuers.

Idaho

Your Health Idaho

Be licensed and in good standing with the Idaho Department of Insurance, complete the training modules in Your Health Idaho’s learning system and pass the exam (90% minimum), then review and attest to the Producer Agreement.

Illinois

New state marketplace

Get Covered Illinois

Illinois launched its own State-Based Marketplace. Hold a Health line of authority with the Illinois Department of Insurance, complete the Get Covered Illinois training and score at least 80%, sign the User’s Agreement, then set up your Broker Portal account. Plan Year 2027 training is now available.

Kentucky

kynect (Kentucky Health Benefit Exchange)

Hold an active Kentucky health insurance license, complete the kynect agent certification training and assessment, then activate your account in the kynect Agent Portal. Training materials and toolkits are on the state’s Agent & kynector resource page.

Maine

CoverME.gov

Hold an active health line of authority with the Maine Bureau of Insurance, complete the online broker training in the CoverME.gov learning system and pass the exam, then register through the portal. The state reviews registrations (about 7–10 days) before you can sell Marketplace plans.

Maryland

Maryland Health Connection

Hold a current Maryland producer license and carry E&O insurance, complete MHBE’s broker authorization training, and pass the Consumer Assistance Exam (FFM or other-state training does not substitute). Renew training annually and reapply every two years.

Massachusetts

Massachusetts Health Connector

Hold an active Massachusetts producer license, register for a broker account through the Health Connector business portal, complete the certification training, and review the broker Terms & Conditions. Once certified you can manage individual and group enrollments.

New Jersey

Get Covered New Jersey

Be a licensed New Jersey producer, submit the Get Covered NJ “Broker Intent to Sell” form, complete the required training modules, sign the Broker Acknowledgment, and get appointed with each carrier. Complete requirements about a week before open enrollment begins.

New Mexico

beWellnm

Hold an active resident (or approved bordering-state) license, complete beWellnm’s certification training and pass with 80% or higher. Recertify annually before open enrollment. Certified brokers use the beWellnm broker portal to enroll clients.

Oregon

New state marketplace

Oregon Health Insurance Marketplace

Oregon is launching its own State-Based Marketplace platform for Plan Year 2027. Hold an active Oregon health license and complete the new Oregon Marketplace certification training through the state’s enrollment-partner training page. Keep your CMS training current for any pre-2027 (HealthCare.gov) enrollments.

Pennsylvania

Pennie

Hold an active Pennsylvania accident/health license, create a Pennie broker account, and complete the annual Pennie broker certification training. The Plan Year 2027 certification deadline is November 30, 2026. Once certified you can be designated by clients and enroll them through the Pennie portal.

Rhode Island

HealthSource RI

Hold an active RI health license, then contact HealthSource RI to be credentialed or attend a scheduled broker training session. Note: carriers do not pay broker commissions on individual & family plans in RI, so most broker activity is on the group/SHOP side.

Vermont

No separate certification

Vermont Health Connect

Vermont runs its own marketplace (not HealthCare.gov), but there is no separate broker certification program. Maintain an active Vermont health insurance license and you may assist individuals and families with Vermont Health Connect enrollment directly.

Washington

Washington Healthplanfinder

Hold an active Washington health producer license, request a Learning Management System account through the Health Benefit Exchange, complete the certification training, pay the certification fee, and submit the signed user-access agreement. Recertify annually.
